Water Supply and Sanitation Project (WATSAN)

BRAC Afghanistan as Support Organisation has signed an agreement on 28 th January 2007 with the Ministry of Rural Rehabilitation and Development (MRRD) to implement Rural Water Supply and Sanitation project in primarily 8 districts of Kabul and Badghis provinces. The Project will support the implementation of the Government of Afghanistan's Rural Water Supply and Sanitation Policy/ Strategy which emphasises basic water supply service for all, improved health through integration of health and hygiene education with water supply and sanitation, community cost sharing, ownership and management including operations and maintenance.

The main components of a scheme consist both the software and the hardware aspects which include development at the local level (establishment of Water Supply and Sanitation User Groups (WSUGs); capacity building, operation and maintenance systems, health and hygiene education, water supply facilities and sanitation including demonstration latrines and household's latrines.

Overall goal of WATSAN
To improve health by reducing infant and adult morbidity and mortality caused by preventable waterborne diseases by increasing access to safe and reliable water points and hygienic sanitation facilities.

Project Objectives
Improve the health of rural communities in Afghanistan by increasing awareness through integration of health and hygiene education with the provision of safe and sustainable water supply and sanitation services.

Strengthen and build the capacity of government (Centre and provincial) for sector development and that of NGOs, the private sector and the communities to scale up provision of sustainable water supply and sanitation facilities.

Implementation Principles

The policy framework will form the basis for implementation of all sectoral projects. For a short interim period, until the start of 2007, the Government through MRRD, will implement some water supply schemes as much as its capacity would allow, but in the long-term:

Direct service delivery will be outsourced to facilitating partners. NGOs and private sector - who will assist the communities in implementation.

MRRD will assume an overall facilitation and coordination role, including policy, planning and development, resource mobilization and allocation, monitoring and evaluation, and information management.

MRRD will also focus on developing and strengthening a strong private sector (NGOs and for profit construction companies) that can serve rural areas and peri-urban areas. Related tasks will be:

 i. Evaluate the private sector on a national and regional basis to identify capacity gaps that need to be addressed in relation to the policy framework for the sector.

 ii. Provide technical capacity in project proposal preparation, planning, surveys, construction supervision and quality control.

 iii. Facilitate the development of cadre of well-trained and motivated community development and health & hygiene education workers.

 iv. Mainstream projects and project modalities as used by the ARTF Project (Minor modifications may be used for projects where the agreement between the government and donors demand a modified approach).
